Le développement urbain et rural sont deux modes de croissance et d'amélioration des établissements humains. Le développement urbain est un système d'expansion des zones résidentielles visant à créer des villes.
Pour sa part, le développement rural est un processus qui vise à améliorer le niveau de vie des personnes vivant dans les zones non urbaines.
En ce sens, les deux modalités nécessitent des processus intégrés pour atteindre les objectifs fixés.
Le premier est le résultat d'une planification minutieuse par des ingénieurs civils et de conception, des chefs de projet, des architectes, des planificateurs environnementaux et des géomètres.
Le second comprend le développement social, économique et politique des secteurs les plus pauvres et des régions les plus reculées.
Les défis du développement urbain et rural
Aujourd'hui, le développement urbain et rural est un domaine prioritaire clé du programme de croissance et de réduction de la pauvreté de nombreux pays.
L’objectif actuel est que les liens entre les villes et les campagnes sont essentiels pour réduire les taux de pauvreté et promouvoir le développement rural et urbain de manière durable.
Ces liens peuvent contribuer à améliorer le niveau de vie et à créer des opportunités d'emploi dans les deux contextes.
D'autre part, il faut tenir compte du fait que le processus d'urbanisation (croissance de la population urbaine) a augmenté à l'échelle mondiale, en particulier dans les pays en développement.
Ainsi, en 1950, 30% seulement de la population vivait en zone rurale. Déjà en 2014, la proportion était passée à 54%. Et les projections parlent de 66% pour l'année 2050.
Cela pose de grands défis pour la planification urbaine. Mais il souligne également la nécessité d'améliorer les conditions de vie des populations rurales et d'éviter les migrations massives.
Développement urbain
Le processus d'urbanisation entraîne en conséquence des changements importants dans la répartition spatiale des personnes, des ressources, de l'utilisation et de la consommation des terres.
D'autre part, il existe une relation étroite entre ce processus et le développement social et économique. Les villes et les zones métropolitaines contribuent grandement aux économies nationales et jouent un rôle vital dans l'articulation des marchés mondiaux.
Pour cette raison, dans de nombreux pays, les questions urbaines occupent une large place dans les programmes politiques nationaux. Cependant, de nombreux pays ne disposent pas de politiques et de cadres de soutien pour en tirer profit.
En fait, dans les pays en développement, les défis de l'urbanisation l'emportent souvent sur les progrès en cours.
Dans tous les cas, les défis à relever comprennent: la gestion de l'étalement urbain et de la congestion, la promotion de l'inclusion sociale et la réalisation de la durabilité environnementale.
Développement rural
Le plus grand défi pour le développement rural est de surmonter les profondes disparités entre ces secteurs et les zones urbaines.
Selon les données fournies par les Nations Unies, les zones rurales ont une incidence plus élevée de manque d'accès aux services d'électricité modernes.
Cela affecte négativement la productivité, le niveau de scolarité et même la santé, aggravant le problème de la pauvreté.
Ils ont également moins de sources améliorées d’eau potable et une très grande proportion n’a pas d’installations sanitaires améliorées.
